Anyone can make those. You can even download them from the SAMP forums.

We'll need something serious; as I said, we don't need beginners, we need someone capable.

.i can make welcome messages,script houses,can add simple commands like teleport etc. I can convert mta maps to script,i can make an admin script,i can add shop menus and much more. I am procedding in my learning day by day.
How much time are you able to invest into this project (time wise)?
I would be able to work on the project if i am a scripter for around 4 hours a day(after my exams
which ends on 5 june)

As we said, we're not looking for beginners. We're looking for people capable of doing tasks on themselves, without our help. You need to be familiar with PAWN and one more thing... PAWN is the actual language, PAWNO is just the editor you get with SAMP Server files. Only ones that are applicable are Laosimerah and Lloyd in my opinion.
